Vice-President Namadi Sambo, who is the chairman of the sub-committee on Police Reform Committee (PRC), Thursday received a presentation from Accenture, a global management consulting firm, on how it (Accenture) intends to develop a framework which would be used by the Nigerian Police to improve on its performance as well as to raise funds.
The presentation, which was made at the Presidential Villa, Abuja will see the Ireland-based company, which is listed on the Fortune Global 500, assist on how the Police Force could be improved to meet the contemporary challenges of policing confronting it.
The meeting was attended by the Governors of Anambra and Kwara States, the Coordinating Minister of the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala; Minister of Police Affairs, Mr. Caleb Olubolade; and the Managing Director of Access Bank, Mr. Aigboje Aig-Imoukhede; Mr. Femi Otedola; and other top government officials.
Speaking at the occasion, Sambo charged the sub-committee to review the presentation by Accenture, stating that: “They are to come up with the current assets and equipments of the Nigerian Police and the gaps available in their requirements for immediate action.”
A statement by the Senior Special Assistant to the Vice-President on Media and Publicity, Alhaji Sani Umar, said: “With a stratified type of security arrangement, comprehensive inventory of police infrastructure and assets, a standardised logistic requirements, which should be in tandem with a new police architecture to address our security needs as well as submit a report on the preparation of ongoing bio-metric data of all police officers in the country.”
The sub-Committee, which consists of the Inspector General of Police (IG), Mr. Mohammed Abubakar, two members from Ministry of Police Affairs, two members from the Police Force and the representatives of the private sector as members, was mandated to among others things come up with a plan of action on how security could be best fast tracked, looking at training programme of members of the Police Force and examining any other matter incidental to beefing up the presentation earlier made.

Its report also examined such key areas as organisation, funding, operational infrastructure, information management, human capital management, standards and processes.
According to Abubakar, Accenture’s “presentation was good enough,” adding: “I think we are making progress. You know I came on board eight or nine months ago and we met the police funding programme on board and because of the passion and desire to move the police forward, provide security for the country, which is why the meeting had to go in all the time.”
On allegations that some policemen were involved in the lynching of four University of Port Harcourt (UNIPORT) students recently, Abubakar said policing was a very tasking job which has several parts that deal separately with every issue that falls under it.
He, however, assured that those found guilty in the gruesome acts as law enforcement agents would be dealt with summarily.
“You see policing is a very difficult thing, this is a department that deals with human live on daily basis. So the possibility of accusing everybody is there but we will continue to ensure that justice is done rightly. Since I came on board, I said that anybody who does something wrong will be sanctioned. We shall investigate and if you are found guilty you will be definitely punished,” he said.
He also spoke on the issue of some Nigerians, who take laws into their hands thereby carrying out unblemished justice.
“Should Nigerians take law into their hands? Can the police be in everybody’s house? Is that done in every country of the world? So, I (throw) the question back to you. They should allow the laws to take its cause, that we should behave more maturely than we are doing now. If you are in England and you catch a thief you will not want to kill that man. So we have to go back to the drawing board in terms of creating awareness and educating Nigerians,” he said.
On tomorrow’s election in Ondo State, he said his officers and men were ready for the election, stressing that he had visited the state, met with stakeholders and the INEC chairman, concluding that, “my officers and men in preparedness for Ondo elections on Saturday.”
He said the decision to restrict movement for three days was “because we want to ensure that people who have minds for any stupidity should not take arms and ammunition and import people who ordinarily are not suppose to be in Ondo for the election.
In his response to questions by State House correspondents, Anambra State governor, Mr. Peter Obi, said: “Today, everybody knows the number one issue in this country is security. And when you talk about issue of internal security, you are referring to the police. But the question is: Is the police adequately funded? And that is the purpose of this committee, to find ways in which we can fund the police, the police giving us what the requirement for policing is and other ways in which we can help. It’s been a very useful meeting.”
He explained the reason why the issue of funding the force did not materialise on time, pointing out that: “We are actually getting to the solution. Yes these things drag on but the committees are working hard and I must commend the present IG for his craft in the presentation of their needs. We have just been given one or two months where we will now go into implementation stage. All of them are going to change.”
